Bio
Professor Howell is one of the pioneers in the field of Health Law having practiced in this area of law almost since its inception in the 1980s. He is a board-certified health law attorney in the State of Texas and has practiced law for forty-five years in New York, Texas, Oregon, and the State of Washington.
In his career, Professor Howell has represented companies and individuals in health care governmental investigations and counseled clients in structuring transactions to comply with health law regulatory requirements. He has also created compliance programs and has consulted on corporate governance matters and tax enforcement matters in nonprofit tax/health care work. Mr. Howell is also experienced in litigating cases related to health care insurance, ERISA, health law regulatory matters, and the Affordable Care Act as well as serving as an expert witness in these areas.
Professor Howell presently teaches Health Law I and II, medical malpractice law, and the Law of Biomedicine.
